Overview:
ARRA includes $39 billion in stimulus funding for the Department of Energy (DoE) as part of the package's support for upgrading the country's infrastructure and power grid. DoE allocations include funding for the department's Office of Science, research grants, and energy efficiency programs.
DOE to award $3.2 billion in Energy Efficency Block Grants (3/26/09)
Submission requirements:
The Office of Science is now requiring all financial assistance applications be submitted through the Department of Energy e-Center (IIPS) http://doe-iips.pr.doe.gov/. Applicants will still need to visit the Grants.gov website http://www.grants.gov/ to download the required Application Package (forms), by clicking on "Apply for Grants" and searching for the Funding Opportunity Announcement by entering FOA number into the "Search by Funding Opportunity Number" field.
DOE Recovery Act Awards to UCSB:
DOE has announced that UCSB is one of 46 institutions to which it plans to provide ARRA stimulus funding for a new Energy Frontier Research Center (EFRC) led by Electrical and Computer Engineering Professor John Bowers of our Institute for Energy Efficiency. DOE plans to fund $19M over an initial 5-year period for our Center for Materials for Energy Efficiency Applications. The anticipated award was announced by President Obama at the National Academy of Sciences meeting on 4/27/09.

This new Recovery Act program will support the development of individual research programs of outstanding scientists early in their careers and stimulate research careers in the disciplines supported by the DOE Office of Science in the following program areas: Advanced Scientific Computing Research (ASCR); Biological and Environmental Research (BER); Basic Energy Sciences (BES), Fusion Energy Sciences (FES); High Energy Physics (HEP), and Nuclear Physics (NP).
Eligibility: The Principal Investigator must be an untenured assistant professor on the tenure track at a U.S. academic institution as of the deadline for the application. No more than ten (10) years can have passed between the year the Principal Investigator's Ph.D. was awarded and the year of the deadline for the application (for the present competition, those who received doctorates no earlier than 1999 are eligible).

Focused on high-risk, high-payoff transformational energy-related R&D. Total project costs could range from $500K to $10M for 3 years with most award totals projected in the $2M to $5M range for up to two years. Concept papers must be submitted via www.FedConnect.net by June 10, 2009 (extended from June 2). Cost-sharing of a minimum of 20% of total costs is required for R&D projects of an applied nature. Any UCSB investigator that is invited to submit a full application that expects to request an institutional commitment should contact the appropriate dean(s) well in advance of the proposal deadline.
Recovery Act - Smart Grid Investment Grant Program

The purpose of this intended funding opportunity announcement is to stimulate the rapid deployment and integration of advanced digital technology that is needed to modernize the nation's electric delivery network for enhanced operational intelligence and connectivity. Applications are being sought that apply "smart" technology to: appliances and electrical equipment, electricity distribution and transmission systems, and homes, offices and industrial facilities.
Approximately $3.4 billion is expected to be available for new awards under this announcement. The cost share or match must be at least 50% of the total allowable costs of the project (i.e., the sum of the recipient’s allowable costs and the Federal Government share equals the total allowable costs of the projects) and must come from non-Federal sources.
Any UCSB investigators who intends to submit a full application should contact the appropriate dean(s) immediately. UCSB cannot meet the 50% cost-sharing requirement even in the best of UC financial situations. The expectation is that industrial collaborators will provide the required cost-sharing of all but the allowable costs that can be made up of campus in-kind contributions (e.g., faculty academic year salary, benefits, and associated indirect costs).
Moreover, any UCSB investigator that plans to submit should notify Karen Hanson, Assistant Vice Chancellor for Research, (hanson@research.ucsb.edu) and Cora Diaz, Associate Director of Sponsored Projects, (diaz@research.ucsb.edu) of their intent as soon as possible and provide them with information regarding from where the required match will be secured.
